Special Program Involvement:
National DWI Demonstration Project
The project was a 1 million dollar impaired driving initiative to reduce alcohol related crash fatalities through enforcement and
innovation. The national project included seven states in cooperation with the National Highway Traffic Safety Administration, The
Texas Department of Transportation and several other national law enforcement agencies. The project was developed to institute
innovation into the apprehension and prosecution of the impaired driver. I was responsible for all aspects of the program including
budgets, personnel and correspondence with National Highway Traffic Safety Administration program managers. I was also
responsible for interacting with law enforcement personnel at both the state and local level to identify problem issues with
impaired driving enforcement in reference to booking times, paperwork issues and impaired driving training. A special emphasis
was placed upon developing relationships between law enforcement and judicial officials in reference to training and prosecution
issues. I was also responsible for the development of a “best practices” manual in reference to the initiative that will be used on a
state and national level.
Texas Law Enforcement Liaison Program
I served as the program coordinator for the initial Texas law enforcement liaison program. Program duties included identifying
and solving traffic safety issues throughout the state of Texas. I supervised other law enforcement liaison personnel that were
assigned to strategic locations throughout the state of Texas. The program was funded through a grant from the Texas
Department of Transportation. My responsibilities included but were not limited to all programmatic issues including achieving
grant goals and objectives, proper reporting procedures and scheduling for personnel. My responsibilities also included
conducting presentations both at the state and national levels in reference to law enforcement traffic safety training issues
including providing Occupant Protection and Impaired Driving training to state, local and federal law enforcement agencies.

Program Coordinator (Drug Evaluation & Classification Program)
My responsibility as program coordinator is to oversee the daily operation and fiscal responsibility of a statewide grant-supported
training program (Drug Evaluation and Classification Program training program). Satisfactory completion of the 156- hour course
certified law enforcement officers as Drug Recognition Experts (DRE). I have supervisory responsibility over statewide adjunct
instructors and regional program coordinators. I create and submit a National Highway Traffic Safety Administration (NHTSA)
federal flow through grant funding proposal annually. Administrative duties include but are not limited to budget development and
review, operational cost benefit analysis, operational strategic planning, creating timelines and level of effort as well as
overseeing compliance with multiple program goals and objectives. I am also responsible for the program training curriculum
design, development, and implementation initiatives. I am further responsible for statewide policy and procedure development,
implementation, and enforcement administration as well as sub-contract employment approval and release. I also manage and
deliver national and statewide training courses and presentations in reference to drug impairment. I am responsible for the
training administration and records retention/reporting for all DECP courses held in the state of Texas.
Law Enforcement Training Program Coordinator
My responsibility as a program coordinator was to oversee the daily operation and fiscal responsibility of multiple tuition-based
training program functions including but not limited to law enforcement investigation, law enforcement & media relations, criminal
interdiction, report writing and courtroom testimony, patrol tactics, street level narcotics interdiction, racial profiling/asset forfeiture
and defensive tactics (PPCT). I had supervisory responsibility over training program specialists and adjunct instructors. I was also
responsible for the creation of training curriculum design and development initiatives. Other responsibilities include policy and
procedure development; national and statewide training course management; and training administration for thousands of law
enforcement personnel on an annual basis.
College Station Police Department: College Station, Texas 07/90 through 08/99
Patrol Division
Master Police Officer (Rank Promotion) my responsibilities as a Master Officer included the enforcement of Federal, State, and
Municipal laws and ordinance; supervision of six field patrol officers in the absence of the sergeant; planning, organizing, and
directing the activities of staff personnel; management of critical incident scenes and major crime scenes; crash scene
reconstruction; served as a field training officer for police recruits and provided roll call training as needed.
Special Enforcement Division
Senior Police Officer (Rank Promotion) my responsibilities with the Special Enforcement Division involved enforcement of state
traffic law; enforcement within high traffic collision areas; crash scene management; crash reconstruction, forensic mapping of
critical incident scenes; scale drawing of crash and critical incident scenes; supervision of the traffic division in the absence of the
supervisor; supervision of the school crossing guard program.
Patrol Division
My responsibilities as a patrol officer included the enforcement of Federal, State, and municipal laws and ordinance; preserve the
public peace; investigate crimes; protect life, property, and citizen rights; prevent and suppress crimes in progress; apprehend
criminals; compile reports; compile field crash reports, manage critical incident scenes until supervisors arrived; community
oriented policing.
